The structure of the EORI number established by the European Commission consists of a member state identifier (ISO alpha-2 country code, made up of two alphabetic characters), followed by a unique national identifier of the member state (up to 15 alphanumeric characters). Example: RO1234567890ABCDE, where: “RO” represents Romania's country code, and “1234567890ABCD” represents the number assigned by the Romanian customs authority.

 

In Romania, the unique national number used in the structure of the EORI number for legal entities is the Unique Identification Code (CUI).

 

Depending on the type of person, the EORI number assigned by the Romanian customs authority will have the following format:

  • For a legal entity based in Romania: RO + CUI;

  • For a legal entity based in a third country: RO + ISO alpha-2 country code of the third country + identification number assigned by the competent authority of that third country;

  • For associations of persons based in Romania: RO + CUI;

  • For associations of persons based in a third country: RO + ISO alpha-2 country code + identification number assigned by the competent authority of that third country;

  • For individuals established in Romania: RO + personal identification number;

  • For individuals established in a third country: RO + ISO alpha-2 country code of the third country + identification number assigned by the competent authority of that third country.

Step 2: Gather Required Documents for EORI application. Before applying for an EORI number, ensure you have the following documents: Certificate of Incorporation: Proof that your business is legally registered in Romania; VAT Registration Certificate: If your business is VAT-registered; Identification Documents: Passports or ID cards for individuals or representatives of the business; Articles of incorporation for the company.

  • Submitting an entry or exit summary declaration in the customs territory of the EU;

  • Submitting a temporary storage declaration in the customs territory of the EU;

  • Acting as a carrier for maritime, inland waterway, or air transport;

  • Acting as a carrier connected to the customs system and wishing to receive any of the notifications provided for in the customs legislation regarding the submission or amendment of entry summary declarations;

  • Requesting the registration and endorsement of proof of the customs status of Union goods.

The procedure for assigning the EORI number in Romania

 

In Romania, the competent authority for registering and assigning EORI numbers is the Romanian Customs Authority. EORI numbers must be requested at the regional customs directorates within whose territorial jurisdiction the applicant’s headquarters or establishment is located, or, in exceptional cases, at the internal customs offices.

 

To obtain an EORI number, the interested party must submit a registration application. The application is completed using the EORI-RO application, available on the Romanian Customs Authority website. The application is registered, printed, signed by the applicant, and submitted to the competent authority.

 

For economic operators who hold TIR carnets, the application should be submitted to the border customs office through which the goods are introduced into or removed from the customs territory of the Union.

 

For individuals, other than economic operators, who are established in Romania, the application must be accompanied by the following documents, submitted via the EORI-RO application: a) Registration documents issued by the relevant authorities; b) An identity document showing the personal identification number and home address, in the case of individuals.

 

For economic operators and other individuals not established in the EU, the application must be accompanied by the following documents, submitted via the EORI-RO application: a) The registration document issued by the competent authority from the third country; b) VAT registration certificate(s) issued by the competent authority in EU Member States, if applicable; c) A document proving the current registered office address or tax residence, if it differs from the address on the documents referred to in a) and b), issued by the responsible authorities in the trade register or by chambers of commerce in the EU or the third country, accompanied by a certified translation; d) A valid passport or other travel document, for individuals.

 

For economic operators not established in the EU who hold TIR carnets, the application must be accompanied by the following documents, submitted via the EORI-RO application:  a) The cover of the TIR carnet with the stamp containing the identification details of the TIR carnet holder; b) The vehicle driver’s passport.

 

Based on Article 18 of the Code of custom procedure, customs representatives can complete and submit EORI number applications on behalf of clients with whom they have representation contracts. In this case, the application is accompanied by a document proving the delegation of representation power and a declaration from the represented person indicating whether they consent to the publication of the EORI number and personal data by the European Commission on the internet, along with the representation contract.

 

After verifying the consistency of the data contained in the application and the information obtained from other institutions, the competent authority issues the EORI number and sends the applicant a notification of the EORI number to the electronic address provided in the application.

 

Once the EORI number is assigned, economic operators and other individuals are required to use this unique number in all communications with the customs authorities of the Member States.
